KABSAT Caravan (Kakailian nga Agnaed ti Barangay. Sangsangkamaysa nga Agrang-ay Tayo)
KABSAT in vernacular means sibling, brother or sister, and in broader sense, it is Ilocos Sur's mobile public service delivery. A brainchild of Gov. DV. KABSAT represents his government's rationale that if the people cannot come to the Provincial Capitol or to any government agency to avail of their services, it is KABSAT that brings the government to them. KABSAT is a pioneering concept in governance because it deviates from traditional inter-agency development approach where specific interventions are given sporadically to target beneficiaries. It delivers services even to the most unreachable barangays in the form of medical and dental services, capability building, provision of agricultural inputs, environmental protection, land tilting, assistance to OFW families and others. KABSAT also applies the strategy of convergence among the partners.

SARANAY program - The Lowlander's KABSAT Not as massive and expansive as full-blown KABSAT. The SARANAY is made in smaller setting where skills and technology seminars are also held. Activities are more focused on preparing good ground for a full KABSAT event. Target SARANAY beneficiary barangays are relatively closer to the center of the Provincial Government where social and technological interventions vary from their KABSAT counterparts. The program carries the uniting theme of "community encounters"

BARANG-AY DEMO FARM
Although Ilocos Sur is a leading producer of Virginia tobacco and has been a major source of revenues through the passage of Republic Act 7171 otherwise known as the Tobacco Excise TAX Law. The province has also immense potentials to lead as agricultural and agricultural and agribusiness force, a strength that many fail to realize its significance towards making Ilocos Sur a leading agricultural producer. Thus, Ilocos Sur now utilizes a 16 hectares of agricultural land that now serves as demo farm for various varieties of vegetable, high value crops, livestock production such as goat, cattle and swine for dispersal and/or upgrading of native stocks and other related farm produce. Ilocos Sur is also a producer of a hybrid corn that provides much income to the farmers. Thus, another initiative being undertaken in this regard by the province was to forge a Memorandum of Agreement with the National Food Authority for the agency to buy the corn produce to ensure ready market and to stabilize prizes. On the concern for the tobacco industry, likewise, the province initiated a Tobacco Summit in coordination with key officials and the National Tobacco.

ILOCOS SUR... ONWARD TO PROSPERITY

Setting the development blue print was the foremost agenda of the present leadership under the reins of Honorable Gov. Deogracias Victor "DV" B. Savellano upon his assumption to office. A second term Governor of Ilocos Sur, the first on 2001 - 2004, he convened all elected officials and department heads of the Provincial Government to formulate the Executive- Legislative Agenda (ELA) to set province direction - with a more renewed vision of making Ilocos Sur "A place where total human development prevails...where each one participates and shares in the processes and benefits of prosperity building."

As a result of the ELA, the PROSPERITY AGENDA was outlined and now serves as the province development framework in all strategic points of governance. Thus focusing development at the barangays. Gov. DV defines PROSPERITY as "One Dream, One Vision"for Rang-ay ti Away or prosperity in the barangay with its detailed conceptual programs thrusts as follows:

P - Participative Governance
R - Raising Agricultural incomes thru productivity and new Agribusiness Fronts
O - Organizational Rationalization
S - Sustaining Health & Social Services
P - Peace and Order
E - Education for all, environment protection and management.
R - Revenue Enhancement
I - Infrastructure Push
T - Trade, Industry, Tourism Integration & Promotion
Y - Youth Excellence & Leadership, All are geared towards eradicating and/or reducing poverty.
