The ISDA in Ilocos Sur (Ilocos Sur Development of Aquamarine)

 


 

The Provincial Government of Ilocos Sur spearheaded another ambitious project in agriculture last January 13, 2010 as Gov. Deogracias Victor “DV” Savellano started the first wave of the Ilocos Sur Development of Aquamarine (ISDA) that aims to multiply the number of fish stocks in all bodies of water in the province.  Tilapia fingerlings were released to the rivers of San Emilio, Gregorio del Pilar, Lidlidda, Banayoyo, Santiago and San Esteban, started of the releasing of tilapia fingerlings in all communal waters of the 32 municipalities and 2 cities of Ilocos Sur.5

On January 26, Gov. Savellano and the Office of the Provincial Agriculturist and Local Chief Executives of the municipalities of Sinait, Cabugao, San Juan, Magsingal, Sto. Domingo, San Ildefonso, Bantay, San Vicente, Sta. Catalina, Caoayan and Vigan City released some 400,000 pieces of fingerlings to the different bodies of water of the first district of Ilocos Sur as part of the ISDA Project while another  110,000 pieces of fingerlings of tilapia were also released in Santiago, Sta. Maria, Burgos, Narvacan, Nagbukel and Santa on February 17.

Gov. Savellano said that the ISDA program is a special project that will enhance food production in the province which has about 10% insufficiency in fish production. The governor appealed to the recipients to protect the stocks released and let it multiply in numbers so that more constituents will be benefited from the project. He added that the perpetrators of illegal fishing must be apprehended to ensure the success of ISDA.            In coonection to this, he asked the concerned barangays to select a representative that will attend the training and seminar for fish wardens that the provincial government will sponsor. These representatives will be deployed as fish wardens and will be assigned to guard the bodies of water in their area of responsibilities.2

On the other hand, San Emilio Mayor Lorenzo Bragado stated that the project will solve the shortage of fish supply in their town. He is convinced that there is a continuing decrease in the quantity of fish in the rivers in San Emilio due to the excessive catching of small fries called “ipon” in the coastal towns of the province. If the fries grew bigger, it will become different kinds of Gobi (locally known in Ilocandia as Palileng, Birot, Bunog and Bukto).

Meanwhile, Mayor Jesus Sagay of Lidlidda town said that fish is a good source of protein and that ISDA will promote the nutrition programs for the barangays just like the previous programs of the governor in livestock upgrading, distribution of Ilocos Super Chicken to all accredited organizations and the distribution of different vegetable seeds to all the households of Ilocos Sur for the Barangay Intensive Gardening (BIG) Project. Mayor Sagay requested his townmates to learn and apply the new technologies in fisheries so that projects that promote prosperity like this ISDA will succeed.
