KANNAWIDAN YLOCOS FESTIVAL 2010 – A Showcase of Ilocano Culture and Tradition

 

Once again, Ilocos Sur had its weeklong Kannawidan Ylocos Festival from January 28 to ­February 03, 2010 to celebrate the 192nd anniversary of the separation of Ilocos Sur as a province by virtue of the Royal Decree on February 2, 1818. Since 2008, this has become an annual festival that aims to create awareness on the preservation of the province' rich cultural heritage, practices and traditions, and a showcase of the different agriculture and industry products.

Guided with the Ilocano's religiosity, the festival started with a Concelebrated Mass GOV. DVBS ATEND THE CONCELEBRATED MASS OF KANNAWIDANat the St. Paul Cathedral, an opportunity for the Provincial Government's official family, government employees and the general public to collective thank the Almighty for all the grace and blessings He has bestowed to the province. The mass was followed by a "Libut" or grand procession of forty Marian images and Patron Saints of the different Parishes in Ilocos Sur. Later in the night, a four hour Komedya presentation was made that featured the "Biag ni Prinsepe Victor" (Life of Prince Victor).

The second day marked on the opening of the "Partuat ken Patanor" Trade and Agri Fair that showcased the competencies and potentials of each participating municipality or SME thru their One Town One Product (OTOPs) and other traditional industries. Product focus included those from the gifts, toys and housewares sector, processed food, wooden furniture, fashion accessories and ornamental plants. It was a gathering of 102 exhibitors from 14 provinces of Luzon. Alongside the fair, competitions for the Best Dressed Booth with the most excellent product presentation which exuded creativity, originality and most optimum visual impact. The Most Innovative Product category was awarded to the firm/SME who has created and developed the most novel and revolutionary product entry which the Best on the Spot Craft Demonstrator was given to the artisan who have skillfully crafted his own product creation along with other artisan competitors. Designer and Freelance Artists Mr. Dennis Bautista, Dir. Washington Agustin of TESDA, Dir. Edito Aril of FDA, Dir. Elsa Chan of DOST and DTI Division Chief Ms. Rosemary Quitos, composed the Board of Judges.gov. dvbs lead the cutting the ribbon of the opening of the tade fair during kannawidan

The Best Booth Award went to the Municipality of Sta. Catalina, Most Innovative Product to the Buri Divider of Gab's Buricraft of Lapting, San Juan and the On the Spot Demo award went to Marilou Torres of Buri Shopping Bag, also from Gab's. The Trade Fair generated a total sales of PhP 7.5M.

On the agri side, there was also a PINAKA contest on the different agricultural products, root crops and fruits that were brought to the Fair site. There was also a Search for the Pinaka­Livestock Contest for livestock where farmers painstakingly brought their bucks, cattle, carabao, doe, chicken and rooster to vie for the cash awards of the competition.

The Festival was not only limited to Ilocos Surians but was opened to the provinces in the Region as it was the Department of Education who took charge in the presentation of different contemporary, cultural and traditional dances, interpretative and dance drama, choral, and music ensemble and rondalla and other competitions representing the different districts of Region I who emerged winners in their respective localities.

 Kannawidan also featured the famous Bayanihan - The National Folk Dance Company of the Philippines whose graceful execution of the different cultural dances of "Beyond Folklore" from south to north Philippines have awed the people with their excellent performance.IMG_0052

It was also an opportunity for the Provincial Government to recognize the Ilocos Surians who have endeavored to excel in various fields and who shared their achievements from the national and international arena thru the "Pammadayaw ken Panangbigbig" (Father Jose Burgos Awards and Recognition). The awardees included the Most Rev. Archbishop Ernesto A. Salgado of the Archdiocese of Nueva Segovia for religion, Deputy Speaker Eric D. Singson for Public Service, Dr. Dorotea C. Filart and Dr. Fortunato A. Battad for Education, Brian Viloria - Sports, Arch. Reymundo Florentino and Redentor Castillo, Jr - Arts, Maximo Rabanal and Romeo Yapit for Agriculture. Father Jose Burgos Special Award was also given to Mancielito Tacadena for Literary, the Ilocos Sur Medical Society -- Social Service, and the Fishermen Association of Sitio Nagtupacan, Pudoc, San Vicente, Ilocos Sur for being a Gawad Kalasag Awardee.

Another highlight of the awards component of the Festival was the best barangay goes to narangay pug-os cabugao"Pammadayaw Kadaguiti Nasigsiglat" (SIGLAT Awards & Recognition).The program's 2"d year of implementation, the SIGLAT is aims to trigger the barangays' development potentials thru community participation in initiating programs and projects to benefit their constituents. SIGLAT covers the 768 barangays for major, minor and individual awards. Forty five award categories with cash and Plaque of Recognition were given to the winner barangays with the Municipality of Cabugao who emerged for the second time as the KASIGLATAN Awardee whose got the most number of awards - 2 major and 4 minor for Pug-os, 2 major for Dardarat and 1 for Bonifacio. First Runner-up went to Candon City and Second Runner-Up title were award to Tagudin, Suyo and Quirino. SIGLAT served as an effective tool to encourage wider participation of all sectors to engage in innovative and productive endeavors to achieve self sufficiency and economic prosperity.

Best School Practices and Search for the Most Outstanding Teachers & Students/Pupils were also given due recognition during the Awarding of SIGLAT ISKWELA 2010. Students who won in various Regional and National level competitions in different categories as in sports, skills, and academics were likewise awarded with Samantha Gloria Singson who was a First Place Winner in the ASEAN Quiz. The recognition given by the Provincial Government serves to inspire the students to strive further towards achieving excellence in their respective line of interests. Chess enthusiasts at all age levels were also given an opportunity to compete against each other in an Open Chess Tournament. IMG_2469

The skills of students were also brought out from themselves when they executed their creativity in craftsmanship and painting in a souvenir making, tshirt designing and on-the-spot painting contests. Their individual outputs aroused the interest of Gov. DV to the extent of getting to elicit from them how the Provincial Government could be of assistance to improve their craft.

Kannawidan also recognized individuals who through the years have dedicated part of their lives in sustaining their crafts/industries as a way of living despite the emergence of global modernization. Gov. DV believes that their products form part of the rich cultural heritage of the Ilocanos. The recognition was made through the "Pammadayaw kadaguiti Nabiag a Tagipatgen (Living Treasure Award) where 60 were awarded with Plaque and cash incentives.

Highlighting the fifty night of the festival was the Saniata ti Ilocos Sur Pageant wherein 26 beauties from the different municipalities vied for the different titles. Hazelyn Santos of Bantay emerged as Saniata ti Ilocos Sur 2010 with Julie Ann delos Santos of Tagudin as I 't Runner-up, Kristine Pearl Ladera of G. del Pila - 2"d Runner-Up, Marie Lorraine de Guzman of Caoayan - Miss Environment, Sherlyn Gonzales of Magsingal as Miss Tourism. Miss Saniata will automatically represent Ilocos Sur in the different beauty pageants at the national level.

The festival would not be complete without the participation of the popular movie personalities and like Gabby Concepcion, Jaya, Allan K, Chris Lawrence and Bugoy who provided entertainment to the people and so with the performance of Parokya ni Edgar. The group of Gov. DV, Bd. Members Peping Bunoan and Ronnie Rapanut, Mayor Christian "Basi" Purisima and Jana also entertained the public to their "highest level" in a night of music of Banda Rito Banda Roon. "Salisal Ti Banda" or Battle of the Bands culminated the eight days of fun, entertainment, competition and cultural presentation of the Kannawidan.
