PROFILE OF GOVERNOR DEOGRACIAS VICTOR "DV" B. SAVELLANO
PROVINCE OF ILOCOS

Governor Deogracias Victor DV B. Savellano"A man of mission"...27 years of improving the barangays for progress" (Rang-ay ti Away). A simple phrase that would best describe Governor DV for his more than two (2) decades of public service. The only son of a brood of five of former COMELEC Commissioner Victorino Savellano (deceased) and Virginia Barbers Savellano of Cabugao, Ilocos Sur. He himself has five children with only one son.

Young DV dreamt of becoming a businessman as he finished his degree in Economics at the University of the Philippines. After graduation in 1981, he became Vice Mayor at his hometown Cabugao which signaled his debut into politics. He attributes his political career his family who were then into public service. He later went to the United States for his Masters in International Business Administration (MBA) at Monterey Institute of International Studies and after leaving the academe, he ventured into banking business which he still maintains up to the present. In 1988, during the height of the campaign, DV together with then Vice Gobernatorial bet Mariano Tajon were held captive by the New People's Army and their captivity stimulated the confidence and sympathy of the Ilocos Sur constituents which propelled DV to an overwhelming victory and he became No. 1 Sangguniang Panlalawigan member.

Due to the untimely death of Gov. Evaristo "Titong" Singson on December 25, 1988, he assumed the Vice Gobernatorial seat and on the succeeding elections in 1992, he was elected as Vice-Governor and was then one of the youngest Legislator in the Philippines. . . a mandate which he carried on for four terms.

During his incumbency as Vice-Governor, (December 1988 - March 1992, July 2001 - June 2004, July 2004 - June 2007) he authored numerous legislations on various development concerns but gave more focus on tourism and trade because he is confident that with the existing resources and potentials of the province, Ilocos Sur, now the heritage of the country, will eventually emerge as a prime tourist destination in the Philippines.

In 2001, he was elected as Governor of Ilocos Sur and spearheaded the delivery of various barangay services (DVBS) program and advocated community participation to harness development in the barangays. He elicited feedbacks from the people and key development players to enable him to address their needs to determine the services which the provincial government could deliver. Assuming again the highest responsibility in the province starting July 2007, Governor DV aims to sustain the gains achieved during the previous administrations and to open opportunities for advancement and economic prosperity for Ilocos Sur to soar high.
